Human Resources System Administrator

GENERAL RESPONSIBILITIES: The HR Systems Administrator provides technical support and leadership for the HR-related modules of the College’s ERP system as well as other databases and computer systems utilized by the HR, Finance and Payroll divisions; provides staff training; coordinates programming needs to ITS; accepts responsibilities as a member of the HR team; serves in an advisory and leadership role for all initiatives pertaining to HR and Payroll-related modules. Functions as backup to Finance systems administrator.

DESCRIPTION OF ESSENTIAL DUTIES:

a.Responsible for knowledge, understanding and development of HR systems including, but not limited to: the College’s ERP system modules for HR, Payroll and all others as needed; report writer (Argos, SQL), Banner Document Management System, and all other systems as necessary.

b.Performs periodic HR module updates, system maintenance, and recurring processes.

c.Analyzes and develops processes and reports to the support the needs of the department.

d.Thoroughly documents systems; develops and implements new functionality and systems; provides training for HR users; provides training of HR related systems to College employees.

e.Coordinates programming requests with ITS.

f.Acts as liaison for HR with ITS, Finance/Payroll, vendors and others as needed.

g.Writes SQL and other programs as needed or directed.

h.Researches and/or analyzes and recommends new technology and/or changes to the HR modules and related sub-modules; makes recommendations; maintains and supports system integrity, consistency, and security, implements procedural changes to leverage existing functionality while minimizing software customizations.

i.Documents, implements, and maintains HR division related (and others as needed) system processes and procedures; maintains HR division data files.

j.Develops interfaces for applications that support the HR and Payroll divisions.

k.Maintains up-to-date knowledge of local, state, and federal regulations to ensure compliance; generates, reviews, and submits reports to same agencies as needed.

l.Keeps informed through training and other activities of developments, techniques, and practices related to system administration.

m.Responsible for project management of all HR and Payroll related system installations and modifications.

n.Controls and maintains access to HR and Payroll systems security permissions.

o.Maintains and supports the integrity, consistency and security for the department’s data base system, including maintaining complex confidential data consistent with College policy.

p.Designs, tests, implements, and maintains new application systems, including, but not limited to, all HR related (and other modules for the college database system, Banner.

q.Prepares and generates HRIS reports as requested.

r.Writes queries, scripts, programs, and develops forms and underlying data relationships to automate Human Resource procedures.

s.Works collaboratively with the Business Support Team (Banner Support Team).

t.Responsible for the preparation and verification of data for teaching contracts including activation and termination of part-time faculty.

u.Serves as application administrator for personnel performance evaluation, and other HR-based software applications as assigned, including database setup and maintenance, user training and account management, liaison to providers/vendors, troubleshooting and help desk.

v.Serves on the management team for union negotiations as needed.

w.Completes state reporting requirements, including salary surveys.

DESCRIPTION OF OTHER DUTIES:

a.Researches and keeps abreast of new Human Resource technology which would improve or automate Human Resources processes.

b.Responsible for working with ITS on maintenance and administration of system security.

c.Maintains and updates the electronic organizational chart.

d.Assists other departments with programming projects as directed.

e.Collaborates with Payroll and Finance in business process analysis and solution development, as directed.

f.Responsible for processing tuition waivers for the College.

g.Performs other such job-related duties as may be assigned.

PRINCIPAL WORKING RELATIONSHIPS:

a.Works directly with the Director of Human Resources and cooperatively with all Human Resources Department staff.

b.Works collaboratively with payroll and finance to ensure work flow between HRIS and payroll/finance systems.

c.Works cooperatively with all administrators, supervisors, staff, unions, and department chairs.

d.Acts as the liaison with ITS and software vendors.

e.Works cooperatively with ITS staff.

EDUCATION AND EXPERIENCE: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.)

a.Bachelor’s degree in Computer Science, MIS, Data Base Administration, or other related computer field required.

b.Three years of experience working with databases required, specifically Access.

c.Previous experience with Microsoft programs required.

d.Demonstrated analytical ability required.

e.Previous experience with Banner, Crystal reporting and SQL preferred.

f.Knowledge of HR procedures in unionized environment preferred.
